SJR9 HFA O’NEAL 3-1

    Delegate O’Neal moves to amend the joint resolution on page three, line four following the word “same” by inserting the following:

     “Notwithstanding any other provision of this Constitution to the contrary, simple majority approval for proposed tax levies, contracting of indebtedness or the issuance of bonds shall not become effective in any county, city, school district or municipal corporation until the governing body of that county, city, school district or municipal corporation has passed a resolution implementing simple majority approval.”
